For urgent issues such as dog attacks, stock on a road etc, Irene from Rural Ranger Services can be contacted out of business hours on 0412 561 828.  

Irene visits Goomalling on a regular basis. Her duties as Ranger are not limited to animal issues; they include:

  • control of fire break requirements and enforcement of the Bush Fire Act.
  • impound dogs, issue warning and infringement notices on offending dog / cat owners, investigate dog attacks and any other matters under the Dog Act 1976
  • assist wherever stray stock needs to be impounded
  • attend call-outs as required in relation to livestock, bush fire and animal control
  • deal with littering and abandoned vehicles
  • microchipping of cats and dogs

Registration:

All dogs need to be registered and micro-chipped from the age of 3 months.

When your dog is micro-chipped, you need to advise the Shire of the number and provide a copy of the documentation if possible.

Only two (2) dogs and their puppies (under three months of age) can be kept on any property. 

Permit to keep more than two (2) dogs:

Residents who wish to keep more than two dogs (but no more than six) are required to apply for a permit.

Registration:

From 1st November 2013, all domestic cats over 6 months of age must be registered with your local government, and must be micro-chipped and desexed.

To help identify an owned cat, it needs to wear a collar and registration tag.

When registering your cat, make sure you have their micro-chip and sterilisation certificates.

Wildcare HELPLINE

The Wildcare Helpline provides a service for the public who find sick or injured native wildlife and are seeking advice on where to find care for the animal.

The Wildcare Helpline CAN:

  • offer advice on sick, injured, or displaced native wildlife.
  • refer callers to a wider network of experts for assistance.

The Wildcare Helpline CANNOT:

  • attend rescues.
  • assist with non-native or domestic animals.
    • Contact the RSPCA for emergencies and acts of cruelty
    • Contact your local council/shire for stray or nuisance animals

Guidelines for Keeping of Poultry in Residential Zoned Land

Due to the noise issues surrounding roosters and peafowl, the keeping of these birds is carefully controlled so as to minimize disturbance.   

On land that is zoned residential, it is not possible to keep a rooster, turkey, goose or gander, any game bird or a peafowl without the resident being granted an exemption by the Shire of Goomalling to do so.

 The property owner must then comply with any conditions that the Shire of Goomalling sees appropriate as part of the exemption approval.

In order to consider an application for exemption for the keeping of roosters or peafowl an applicant must be able to satisfy the following requirements:

  1. A maximum of one (1) rooster can be kept with an exemption.
  2. Roosters should ideally be kept in a housing that has been designed to reduce noise emissions.
  3. Roosters should also ideally be housed in a small box or similar (within the housing described above) overnight to minimize any light intrusion and restrict neck movements in order to prevent early morning crowing. This is not a provision within the Local Law, but possibly considered as a condition where rooster is a nuisance
  4. The enclosure must be positioned suitably on the property so as to maximize noise attenuation.
  5. Any noise generated form the keeping of roosters must comply with the requirements of the Environmental Protection (Noise) Regulations 1997 (the Regulations). An approval can be revoked at any time if noise generated by roosters does not comply with the requirements of the Regulations.
  6. Written comment from all neighboring land owners and/or occupiers will be sought.
  7. Acknowledgement in writing that the applicant understands that the Shire of Goomalling may cancel an exemption should they be of the opinion that the cancellation is warranted.

It is the responsibility of the applicant to demonstrate how the above requirements will be achieved. Once the application is submitted a site assessment of the

property and enclosure will be conducted prior to an approval being granted.

If you are making application as a result of a complaint associated with the keeping of roosters you will need to lodge the application demonstrating that you have satisfied the requirements listed above and any other conditions that have been deemed appropriate by the Shire.  

The Shire of Goomalling reserves the right of refusal on applications to keep a rooster and to cancel exemptions should they be of the opinion that the cancellation is warranted.

Conditions for Keeping Poultry in Limited Numbers

5.4.3    

A person who keeps poultry or permits poultry to be kept shall ensure that –

(a) no poultry is able to approach within 9 metres of a dwelling house, public building or premises where people are employed or where food is stored, prepared, manufactured or sold;

(b) all poultry is kept in a properly constructed and securely fastened structure or enclosure;

(c) the structure is in a yard having an otherwise unobstructed area of at least 30 square metres;

(d) no poultry are able to approach within 9 metres of a street other than a right of way unless, in the case of land at the junction of two or more streets, Council has approved a lesser distance;

(e) no poultry is able to approach within 1.2 metres of any side or rear boundary of the premises; and

(f) all enclosures or cages within which poultry are kept shall be maintained at all times in a clean condition and shall be disinfected or otherwise dealt with in a way as directed by an Environmental Health Officer.

Roosters, Geese, Turkeys, Peafowl's and Game birds

5.4.4

(1)        An occupier of premises within a townsite, shall not without the written approval of the Council, keep or permit to be kept on those premises, any one or more of the following fowl –

(a)        a rooster;

(b)        a goose or gander;

(c)        a turkey;

(d)        a peacock or peahen; and

(e)        a game bird (includes emus and ostriches).

(2)        The Council may upon written application, grant approval with or without conditions to the owner or occupier of premises to keep any one or more birds as specified in subsection (1).

(3)        A person who has been granted approval under this Section to keep a bird may keep the bird on the

premises only while he is the occupier thereof. (4) The Council may revoke an approval granted under this Section if it is of the opinion that the keeping of the birds specified in the approval is causing a nuisance or is injurious, offensive or dangerous to health.
