RFQ2026002 - Pioneers’ Pathway - Destination Marketing & Promotional Services (2026–2027)

The Pioneers’ Pathway is a regional heritage self‑drive tourism route linking the Wheatbelt communities of Goomalling to Merredin. To strengthen its regional tourism impact and transition from the current Advisory Group model, the member councils seek a suitably qualified marketing provider to deliver coordinated destination marketing and promotional services under a service agreement commencing 1 July 2026.

The appointed provider will play a central role in advancing the Pioneers’ Pathway vision: to promote and facilitate a high‑quality visitor experience that delivers value to local communities through coordinated marketing, storytelling, promotion, and visitor engagement. The service will focus on increasing awareness of the route, enhancing digital visibility, improving visitor information, and leveraging partnerships to maximise regional tourism outcomes.

The Scope of Services spans seven key areas: strategic marketing planning, digital marketing, website management, print collateral, cooperative marketing, storytelling and content development, and reporting and governance support. Core deliverables include an Annual Marketing and Activity Plan, quarterly and annual digital outputs, website maintenance, print distribution, participation in Australia’s Golden Outback cooperative opportunities, and structured performance reporting. Providers may propose innovative delivery methods or value‑add initiatives aligned with the project objectives and available budget.

Respondents must demonstrate capability in destination marketing, digital content delivery, website management, graphic design, and multi‑stakeholder coordination, supported by relevant experience and established tourism networks. Submissions must outline methodology, team expertise, annual fees, examples of similar work, reporting approach, and any proposed enhancements.

Evaluation will consider demonstrated experience, methodology, value for money, partnerships, and reporting capability. An indicative operating budget of $22,500 for 2026–2027 is provided to guide proposal development.

This RFQ represents an opportunity to shape the next phase of the Pioneers’ Pathway by delivering cohesive, high‑impact marketing that celebrates regional heritage, strengthens visitor engagement, and supports the long‑term sustainability of Wheatbelt tourism.

Contract Term

  • Initial Term: 1 July 2026 – 30 June 2027
  • Optional Extensions: Up to two additional 12‑month periods, subject to performance and funding availability.
